He announced that he sought to realize "a society in which Seikatsusha and consumers play the leading part," and this year is the starting point of such a society. He also promised the vertical unification of consumer administration by different ministries and agencies to construct a new organization as a consumer agency. Consequently, the new consumer agency will be established in the year fo 2009. Thirty laws related to consumer administration will be transfered to the new consumer agency, and new laws for managing the consumer agency(called the Fundamental Consumption Law)will be proposed this autumn at the National Diet. As a scholar of the consumption society, I want to focus upon the keyword "Seikatsusha" that has appeared for several years interval after disappeared from the social issues, by studying its origin and history. Also, I wanted to research how the Seikatsusha/consumer should be in the advanced,globalized and complicated consumption society by reviewing the history of the Japanese consumption society and referring the advanced consumer administaration of Sweden. Now,the international standard for Corporate Social Responsibility is under consideration in the International Organization for Standardization's ISO26000 series. Specifically, it is being discussed in the multistakeholder system. In those discussions, consumers, as one of the stakeholders, is joining positively. Now, the Seikatsusha/consumer is demanding to play a new and important role.
