This matrix has brought out a clue that the essence of poverty is the "scarcity" of human perception. which includes not only economic or materialistic poverty, but also spiritual poverty. Within this common platform of scarcity, the existing literatures of poverty studies in different disciplines have been captured in a bird's eye view. The question of "Who is poor?"is analyzed in the Needs-capability matrix and is classified into four groups. Finally, the strategy of being free from poverty or perceived scarcity is proposed and makes possible to attain the real well-being by taking "given freedom" in the freedom matrix.
