 note = {Technical Vocational Education and Training (TVET) is one of the current controversial issues in the world. Facing globalization and transition to the knowledge economy, the importance of TVET is recognized by every economy. Japanese Ministry of Health, Labor and Welfare has been organizing APEC Forum on Human Resource Development since 1992. As a coordinator and chairperson of this Forum (since 2003), I point out the controversial aspects and the role of APEC in the field of TVET. The focus is on standardization of competencies,effective and efficient division of labor among TVET stakeholders, and TVET political strategies for APEC economies.},
