In UEAs, the central city and suburbs that have a strong social and economical relationship with the central city are defined as one metropolitan area. But, there is a possibility of deriving a result different from the reality in suburbs because UEAs is calculated based on the data of each municipality.The aim of this study is to solve the problem by using small area statistics. Concretely, we try to expand the established criterion of UEAs by using small area statistics. We show the following difference by comparing our result and UEAs.1. We don't see a big difference between our result and UEAs in the metropolitan area population.2.
